In CA, the DOC had set up regulations to make it practically impossible for female inmates to lodge complaints of rape or sexual abuse by guards. In fact, they can be charged with a crime, and more time added to their sentence, if they file a complaint. This creates an atmosphere of silence, and prison guards are free to coerce female inmates to give sex favors for mail, soap, stamps, etc...., which is tolerated and encouraged in CA womens' prisons.
